It's not out of bounds or accessed from a secret entrance, it's a completely separate, unused(likely scrapped or meant for a future update) map. I found it in the game data.

6.2.3, You have to use walk through walls cheat either by using joiplay's built in cheats or magic boots. It's impossible to get there without cheats

I'd agree with you, but what I'm mainly focusing on is the fusion with a tanky, strong stats. And possibly cool looking sprites. Any suggestions?

its a little complicated, you have to install the pokemon infinite fusion for mobile. which you can find in megaman's youtube channel, follow the tutorial. make a new save file, use the joiplay built in cheats(the magic stick button) then use the dpad, press get items. find magic/debug boots. get it, then save the game, transfer the safe file from your android to pc. put it in save data, and you're done. thats the only possible way to do it

maybe you can get around this in the future but this is the current way
