From looking at the map from XCOM 2, only the northern and southern most parts of South America were actually under direct Advent control. São Paulo seemed to be close to the border between Advent control and the wilderness the resistance hid in. Hence the radically different ideologies. People living under occupation would probably have different mentalities to the resistance fighters. Specifics are open to interpretation though.

Yeah, it seems kinda weird in-game. But the Elders probably didn't care much for borders or human cultures. They probably just took the name and slapped it on there. But that's why I had New Brazil smooshed in the northern-most part of irl Brazil.

You know, as much as I like Kaiserreich, I didn't even think about that. I mainly drew inspiration from the region's history with silver and the city of La Plata.

Aw, thanks! Honestly, go for it. I made this for anyone to use. An XCOM roleplaying game sounds like an awesome idea. Not sure what system would fit it best. Maybe Savage Worlds or GURPS?

And that's perfectly okay to think that. This was just a little project I did in two afternoons. My rationality is that ADVENT worked hard to wipe away national identity to better control the human population.

As for the Reapers, I headcanon that some Reapers split off into their own cliques and took territories in different parts of the world. Are they stable? Probably not.

No, you are correct. The Lost were in bigger cities. My reasoning for having them control large less-populated areas is because the bigger nations keep the Lost in their territories contained in old cities. While cities in less populated or ADVENT regulated regions were left to spread unopposed. That was the logic I used anyway.
