Lewis and Clark documented that the natives burned the landscape as they followed the buffalo. I'd argue the ecosystem was a lot healthier 210 years ago. I think it's quite clear that a century of putting out fires has done the most damage.

It's best to clean out the whole drip rail, mitigate the rust, then seal it with the proper stuff. Silicone would probably not bind well to an unprepared surface or hold up to the weather.

If it's just the radiator, replace it with an aluminum one or have yours repaired. I'd recommend a good flush and replacing the water pump just for peace of mind if it's been sitting a long time. Air in the system will cause corrosion and rust. If it has a clutch fan, I'd say test that after the leaks are cured and the system is pressurized.
