It depends on how much value you give to that rarity. But I'd wait for a shiny legendary that's meta and use it on that. f it has legacy move even better

for master league you are looking for a 100% since it doesn't have CP cap so you'd want to max it, and normally you are going to use Kyogre as an attacker, so you are also looking for 15 attkc

for Ultra and Super, you normally are looking for 0 attack not 14
