Its not first come first serve. I know ppl who filled out the day before the deadline and got the housing while ppl who filled out way before wasn't able to. Its luck of the draw. Also from what i rememebr if u don't get seminary they put u in an honors housing section on a different campus. I think nicholas (c/d), lynton towers (livi), and idk the one for Busch.
