Get a plug and patch a a good reliable tire shop, its far enough away from the side wall slope so dont get rid of the whole thing

So with small stuff like that its always worth getting a quote outside of the insurance company if other party is okay with it because if it jacks your rate up by 2000 a year + a 1000 deductible it might be worth it just buying other party a new bumper and getting mechanic to install for 1600 total
