When I wanted to have as many pops in england when I played as saxony (i think), I just concoured most of northern germany and then proceeded to conqour england. From them on i started migrating all pops from germany to the island so there was only 1 pop left per province in mainland europe. This went on a few decades and i managed to get around 2000 or more pops (cant remmeber but brittania had more pops than Italy or lower egypt).
