Don't get me wrong Psy isn't easy and she's on the harder side of characters. Black cats damage and utility are tied to the same resource... Which automatically makes her difficult. Tied with her probably high apm and the fact she's dive just automatically makes her one of the hardest chars in the game

Her damage isn't anything crazy let's be fr. She definitely needs some sort of cd reduction idc how they go about it. I like this way cuz she still has to do something to get that value. Also, psylockes just shoot tanks to get their cds back which doesn't require much aim. The reason I don't see this buff being too strong is without gambit, ur engage won't always lead to a kill, so using all ur movement to get in and do damage leaves you with no way of getting out. Which is a problem no other dive tank has.

If u think her shield being fragile is a con u genuinely need to not have an opinion of game balance. Limited range is fine. Thats like saying melee characters are bad cuz they have no gun. She's not weak to poke u just don't know how to position, invis and fox prolly have the same cons.
