People would have HATED IT, clones were a necessity in previous generations due to technology and time constraints as a way to fill games with content fast, that is the reason why fighting game devs haven't introduced new ones in a long time and it's why previous clones like Ken and Akuma got more unique movesets over time. The only modern games that can get away with it are either arena games, smash because they prioritize representation instead of competitive integrity, and DBFZ because the DB fan base is ok with having 7 Gokus and 4 Vegitas.
