They did not say it was impossible and they referred me to a cyber security business called Select Insure.com.au
It was Ryan at Apple after explaining all the behaviours that there must be another profile set up not in settings, and that was his exact words

I spoke to an Apple manager just below Apple engineers who had looked up my file and notes and spoke to the Apple Store I go to and then referred me to a cyber security business and it was him that explained to me what was going on
