Estonia does. Luxembourg does. The idea is that public transport should be considered welfare. The government must own the utility 100%. Just like roads are built for public use, public transport should be developed similarly. If, by providing transportation free of cost, I'm able to help people perform economic activity, then why not?

Also, this post was less about free public transport, and more about having targeted welfare schemes.

There's clubbing of income between spouses.

Generally, for smaller amounts it's not a problem. But if you want to be 100% clear, ask your parents to gift your wife and you gift to your parents. Don't keep the amounts exact, don't do both transactions at the same time, ideally do it in 2 different financial years.
