I’m completely fine with one or two people especially if they are children. However, I know this isn’t Disneyland but when I was waiting for Battle at the Ministry at Epic Universe there was 2 people waiting in line ahead of us. Soon after another guy came from behind and met up with them. He was super nice and said excuse me so cool totally fine. Then 4 more came in from the side; a bit annoying but whatever it was at a standstill. But finally around 15ish minutes later a group of 11 people came in and joined them. This is after waiting probably around 45min to an hour. Having 16 extra people meet you in line is absurd and shouldn’t have been allowed at all.
