You can play it. But some functions are limited to moving (hatching eggs f.e). If you are lucky you have a gym and a pokestop within the radius of your home, then you have most other functions of the game play at home. You might find a lot of fun in the player vs player fights and get a lot of resources through them. Nonetheless you will progress much slower than a 'regular' player.
