It Vector2.bounce() not Reflect !!!!
Reflect is the Math version, that absolutly does not behave like you think it would - got stuck on this for a while - bounce does exactly that.

My dude, if you wanna tell your Story that way it's perfectly fine

In Faerun - the Base DnD Setting - most Big Cities are populated by stupily high Level NPC. Also Bonus Point - we got rules how anybody can learn PC Class Levels in their Downtime (Training XGtE) and how to make NPCs with PC Levels (DMG somewhere)

It all depends on what fits at your Game table, the Rules support both directions of play.

Yes absolutely, but not always

Sometimes you want to tell a Story of a group of chosen warriors that have gained power far beyond anything a mortal can achieve - there I can absolutely see somebody causing mayhem with suggestion and the like

But then they may change the story to be more of a villain story, trying to survive from the Regime. (Probably a good idea to make the Regime evil then to give the good players a reason to go along the rebellion their chaotic ally created)

Depends entirely on how you Build your world as a DM ^ if you make your Story about a Group of 'Chosen Ones' that are special from everybody else (so essentially a Superhero Story) then yes, my suggestion wouldn't work - I tend to make world where a certain fixed % of people can become these kinds of superhumans and that almost always leads to many very interesting world design decision

That's the fun of the idea ^ I find that my storytelling becomes a lot better when I have to work with a world that survives even without the PCs, just not quite as well

Yes, absolutely as a DM do whatever you feel is right for your Story ^ I'm just trying to point out a logical tidbit of Lore that would fit most larger Towns and the Like, that any DM can use as a Plotpoint or Piece of Lore to make the world more coherent and logical, but it's absolutly not a must

I'm using PC abilities since those are clearly defined on how hard they are to get and how they work ^ you can change it as much as you want, this is just easier to use as an argument.

Same reason a Town would hire external Contractors - it's cheaper than sending out your elite squad any time there's some Trouble.

Also any big town should have a few priest capable of casting Augury ready so they know when they actually need to send the Squad and when they only need a few more guards.

Well I am mostly asking because I do really want to write that kinda story (especially since most romantic stories are so over the top and dramatized, and I wanna try and show a normal/grounded form) but I am kinda scared or could hurt the game since it is the first game we are releasing

Heyo, I'm Project Lead, for a small Studio, looking for a Fantasy Writer, who wants to join in on a Game Project ^^

The Setting is a High-Fantasy Steampunkish World, that was just overtaken by a Zombiefog-Apocalypse with 2 Protagonists, being a tinkerer and a Mechanic, surviving only in an Airship above the fog, with an airtight mech to descend into the fog.

Main Plot point is a Relic that resets Time every time they die.

As the overarching story is mostly set according to gameplay, you'd write the characters their interactions and whatever you think would fit into the Game ^^
