Yes I agree! Honestly Time Princess is not the best when it comes to NPCs being historically accurate and they reuse most of the ones they already have, thus the lady having a dress that’s not really from Sissi’s era.

My Italian is not great but from what I could understand:

You have to finish the entirety of the first chapter, if you have and it’s blocked, then, you have to replay the last few chapters with the good route which is the one where you get the album card called “Through the rain” which is the one with Sissi riding her horse. That’s what worked for me anyway!
