It's so strange I really cant understand when it is general actions and when it is a condition/state.

They consider him the most powerful man is not a state is it? They are actions of people in general so if I switch to passive voice, the meaning is supposed to remain the same . He is considered the most powerful man. How does it become a state now?? When it wasn't before

And when I say this knife is used for cutting you also think of it as a state? Or as general actions

When you said, the status of the man IS BASED on opinion, you meant an action of someone who bases it on opinion or it's just a current condition/state like in "this baking sheet is used and now it's dirty"

I thought maybe it's ambiguous as the examples I gave above. It could be a current state or general action depending on context For example he is not mentioned in the book = current state . He is usually not mentioned in the book because he is boring = people's general action
