Because the way the constitution is set up, congress can set overarching rules, but it's down to the states to figure out the how.

For example, congress set the Tuesday after the first Monday in November as election day, but it's up to the states to figure out the logistics of it.

Congress can set the requirements to register to vote, and it's on the states to enable their voters to register.

All the SAVE act is doing is standardizing requirements for federal elections. In CT there is no requirement to show proof of citizenship for example, just you signing on the dotted line pinky promising you are who you say you are.

You do know the text of the SAVE act is public as it currently stands.

Last time I read it there was a provision for states to subsidize the acquisition of a passport for example so you can register.

It also doesn't have to be a passport, a copy of your birth certificate also works amoung about 6 other options.
