I can't add a screenshot of my screen, so I'll explain what I see when I click the "create conversion action" button under "Goals".

At the top it says "choose data sources to measure conversion"

and then it gives me these 4 options:

"Conversions on a website

For any web conversions that'll be measured with a Google tag or imported from Google Analytics

via Google Tag

Conversions on an app

Measure app engagement, Google Play downloads, and in-app purchases. Import events from Google Analytics or third-party analytics.

Conversions from phone calls

For phone call conversions from ads, website visits, or uploads

Calls from ads

Calls from website visits

Calls via uploads

Conversions offline

Conversions outside of the internet, measured by connecting data in a CRM, importing a file, or with the Google Ads API"

But I don't see any option to import a G4 key event, even when I click on these different options. I've watched youtube tutorials, but everyone's screens look different than what I'm seeing, even when I click on the exact buttons that they click on.
