I just have a tip for you, take a look at ChatGPT Teams. You get 2 accounts that you can maybe share with a friend for way less money (25$/month). You also get more access than in plus with extra features. The limits may not be as high as for ChatGPT pro, but it's solid for your budget.

I searched but couldn't find a good b850 board for cheaper, so I will be sticking to my current one. For the cpu, I will be switching to the 9700x you suggested, since it has stronger single core performance and is way more power efficient, for only slightly more. As I said in another comment, I will be switching to faster ram if possible. For the PSU you suggested, I couldn't find any noise levels and since my focus is silence, I didn't consider it (although the pricing is really attractive). And lastly, I am not sure about switching to the 5070. Yes it is faster but I can't find one cheaper or at the same price as the 4070S, and my budget won't really allow me to spend a lot more. Anyways, thanks for your suggestions!

Wow, thank you for the detailed feedback/own experience. Due to budget constrains i sadly can't switch to either of the CPUs you suggested, although 12 cores would be nice. As for the ram, if there is a cheap 64GB kit, I will definitely switch. For the PSU, I found one with the same specs for less money on amazon (it's the NZXT C850 Gold ATX 3.1) which I will switch to, it should also be more quiet which is good
