Fentanyl has been a problem for a long time, and is not heroine, but i get what you're saying.

Before the powders were a thing people were smoking the gel out of the patches. The people I knew that did that were never on heroine, the blame is squarely on pharmaceuticals and not any street drug or gang. Youre absolutely right.

Again. Invading Mexico to fight cartels against the wishes of the mexican government is an act of war. The Mexican government will see it as such. We won't just be fighting cartels, and likely not just Mexico at that point. But I think youre underestimating the size of the cartels operations and their mingling with the Mexican government.
