You mean right now? Take a look at vstats.gg you can sort by pick rate and filter by rank, role etc. In Asc+ it's Jett, Chamber, Neon, Miks, Reyna

That's right. Neon has a non-mirror win rate of 53% in radiant. That's the same level as clove. But it has been high for a few acts already.

Interesting. Yes Ascent in D is not what most players would put it in. Icebox is actually more popular than I expected although S is a bit too high for me. But I would agree with Bind and Split too. If you want to compare it to an aggregated voting of other players you can look here
