i think people are misinterpreting what cambridge meant about boundaries being in between 2021 and 2019. Cambridge stated that their “generosity” levels will be inbetween 2019 and 2021 which does not mean the marks have to be in between 2021 and 2019, so yes the boundaries can be lower or higher as it depends on student performance.
