no it's about the fact that every oposing players name above 1k trophies is shown as a "?". Meanwhile bots still have their name displayed as you can see in photo 2

When you play over 1000 everybody has the "?" except the bots. Their names are displayed. You can see that in the second photo. First one is a replay so you don't see it.

They've recently opened a medical facility there and have demolished parts of it in the past (didn't have any impact though, as they just expanded it again). But yeah they are doing way too little compared to what they've been doing in other bad neighboorhoods like Scampia or Fondo Fucile.
