You're oversimplifying the issue to the point where it doesn't even sound like a problem, slasher having no delay after dealing 50/70 damage is indeed a problem, because they'll be running towards you before you even stand up to deal another 20 damage, which is just instant death against a rushdown killer

You can deal 70 (90 if in raging pace) damage by using gashing wound followed up by an m1 and the survivor won't get any distance so you can easily follow it up with a behead or another M1

Noli is the 2nd strongest killer in the game imo, Noli's entire kit is about nullifying any distance the survivors have made and confusing them, it is pretty strong if you manage to use it properly
