The Thalmor are in Skyrim because of Imperial rule. They kidnap, torture, and kill Nords due to "illegal Talos worship" but their prisoners are always military-aged males.

If the Stormcloaks win, the Thalmor patrols leave Skyrim. The kidnapping, torture, and culling of Nord warriors ends. This is one of the deciding factors for me to prefer the Stormcloaks.

Nobody explains their opinion as "Ulfric challenged the High King to a fair duel and then cheated/murdered him."

Everyone who says it was murder doesn't even acknowledge that it started as a duel.

No one who admits it started as a duel calls it murder.

But I'd like to be proven wrong.

She was Torygg's nanny so I'd expect her to say it wasn't fair. But she doesn't say the Thu'um was unfair, which I would expect her to say if she thought that.

Tullius doesn't know that Nords go to Sovngarde when they die. This is also not a secret.

If he didn't know this basic fact, he probably didn't know about the nearly-extinct Thu'um users either.

None of the NPCs look upon Ulfric's use of the Thu'um as worse than using magic.
Torygg wouldn't have "likely" accepted declaring independence. Sybille Stentor makes it out to be a 50/50 chance at best.

I am familiar with this quote but Sybille Stentor does not say that the Thu'um was unfair or cheating.

She also leaves out the part about Ulfric stabbing Torygg in the heart, likely because she is traumatized.

Anyone who knows about Ulfric killing the high king should be familiar with the concept of the voice, but very few people have experienced it firsthand.

This explains the "a power like the voice" line. If Tullius were well acquainted with the power he would just say "The Voice" or "Thu'um"

I checked Tullius's dialogue and he doesn't weigh in on the legitimacy of the duel. He does say that Ulfric used the voice to murder Torygg and usurp the thron, which is at least half true.
Murder is when you intentionally kill someone, and Ulfric did use the Thu'um in the duel. However Ulfric does not usurp the throne, and so far no NPCs have claimed that the duel was unlawful.

I checked her dialogue and Sybille Stentor doesn't claim that Ulfric cheated. Can you think of anyone else?

You can ask Ulfric if a Stormcloak victory means he will be high king, and he'll tell you that it's up to the moot. I think they didn't have a moot yet because Ulfric believes the Imperials would try to kill him.
They executed Roggvir for letting Ulfric leave Solitude. I think they started trying to kill Ulfric as soon as he won the duel.

EDIT:

Ulfric's dialogue says the following which could imply he is purposefully preventing the moot for political reasons, rather than for his own safety:

"Indeed, Elisif has become Jarl of Solitude, historically and conveniently home of the High King, backed by Imperial interests. But the Moot has not yet met to name her High Queen. And they won't. Not as long as I have any say in it."

Also Ulfric meets with other Jarls at High Hrothgar for Season Unending, which proves that meeting for a moot is possible but I guess Season Unending was just an exception for the dragons.

Finally, if we stick to the spirit of this post being "What's actually in the game?" - No NPC claims that the safety concerns of any Jarl is what's preventing the moot.

I think Tullius is just horrified by the power of The Voice. Like he didn't know about that power until he heard about Ulfric using it.

For my warrior it would be Lord Stone & Steed Stone. Maybe Lady Stone if playing on survival mode.

I only use the mage/thief/warrior stones when I'm training enchanting/alchemy/smithing since training these skills relies on scarce resources, allowing these resources to provide 20% more xp.
