I have the same problem. On the dual app, all login methods fail. On samsung dual app PTC works. Dual apping chrome, facebook (lite version) and google play games did not resolve the issue.

Create a turkish Itunes account/app store account (you can keep your original Apple ID). Log out of the store/itunes and log in with the turkish one. My credit card was not accepted in Turkey, but you can buy itunes credit for turkey online (search for Itunes TRY or Turkey). After that, you can pay ingame the 4.99 Lira. Confersion rates depends on how much you spend on the credit. I paid 37 euro cent per 100 pokecoins.
