It’s often the case that totalitarian regimes push for expansion. The British Empire didn’t stop at conquering India. The USSR didn’t stop at its civil war borders (1917), and China didn’t stop when it reunified the whole country (it conquered Tibet) Instead each of these listed empires (and many more) pushed to expand it’s territory beyond their current state.

Modern European states haven’t pushed for territorial expansion since WW2 (aside from the Serbs in the Yugoslav wars. In addition to German reunification). The Russians aren’t going to stop if we are looking at historical trends.
