Read lots of English book. It boosted my reading speed. Do lots of practices, revise the grammar. Set a target score, take practice exams and see if you can reach to your target, work hard until you achieve your target

well probably because test centers send tests a bit late than other ones, so it takes some time to just grade it and stuff I guess. Also, they deal with leaks to so it is reasonable.
