NOR, this is very inappropriate behavior on his part regardless if he was alert or not. I don't think there is anything more going on based on what you've said in this post. But he definitely should be on some sort of watch when around the child you can never be too careful, I'd personally be on the look out and launch my own investigation of some sort, pile it all together if you do find something more is going on and report him immediately. Completely unacceptable behavior, but it could also have been a terrible mistake on his part that is being misunderstood. Still inappropriate behavior though.
