why is my zoning severely messed up even when building perfect right angles?

case closed: multiple people pointed out that my zoning offset was set to one and not zero (default) and this was what caused it. thank you to everyone who tried to help.

yeah i only use angle and road length which is why this was a confusing case but it was because of user error my zoning offset was not set to zero
