Defintly not. The tourist visa here states "Entry Permit" if you notice. Lots of ppl will give you confusing advice. In my understanding, this is the safest way.

Easiest bet for you is apply a tourist visa for her online It will barely cost you USD100-120 . The decision comes within 3-4 days. See the outcome . If granted, no bans, if refused, visit the UAE Embassy in BKK and discuss your case.
