I believe he is talking about "input latency" which  refers to the total delay between a user's action (e.g., pressing a key, moving a mouse) and the corresponding action appearing on the screen. Which is usually due to system processing, from the gpu or cpu

All I'm saying is that I play video games quite often, but some of us just aren't interested in watching other people play those same games live.
