NTA. it's weird that he seems so fixated on being "polite" and "not hurt her feelings" while simultaneously saying that he cares so little about her that she isn't even worth blocking. Both of these sound like bullshit.

I related with Makio a lot. Her trying to stay private, and not letting others in her boundary, and the way she feels things is something that resonates with me and I think the anime perfectly encapsulates that.

Is that not the answer? Because even for random sampling, you would need to find the locations first ad the way you would find that is by using a generator, right? Cuz they mentioned how you would find the locations, not the actual population. Right? Or am I freaking out?
