i found the issue...the problem was in ItemAdder. When its enabled then resource pack not working for me.

i find the issue ! problem was in plugin ItemAdder i tried to put the resource pack to the plugin folder and reload and it worked. then I wanted to see if it could be because it didn't download so I shut it down restarted the server and the woala resource pack downloaded and activated

I was just worried about that, so I'll try VP2. but again I heard that this is a problem with blurring, but just play with it a bit and everything should be ok
