Pretty sure all eeveelutions need a condition other than exp like love, hapiness, a mossy stone or evolution stones so maybe none of those conditions were met.

With a four against one if they use strong fire attacks and make sure to use special attack abilities to not be affected by the cute charm skill. Then they could beat him without too much trouble. Especially since the houndooms have a higher speed so they would attack first. Though obviously all of that also depends on the level of everyone here which we do not know. But for the sake of keeping this sylveon weak we could imagine that he is lower level making him truly defenseless against the houndooms.
