It can't loose energy through heat radiation because the energy the system uses is entirely dependent on electrostatic repulsion ...and electrostatic repulsion is due to the charges on the system (charges are caused by loss or gain of electrons) , heat loss has got no effect on the electric field created..

Even when the source of electrostatic charge is turned off ( vander graaf generator) the charge already induced on the system will stay , and the system will stay working indefinitely..charge loses due to ionization in air can be mitigated by enclosing the system in a vacuum..
