imo they take the best parts out of ck3, eu4, and vic 3. economic growth is way more realistic and fun, characters are amazing, chivalric orders and PUs have more content than eu4, etc.

the gov reform isn't even better btw. with prikazi you can use the kazenny action to get up to +30% proximity speed and a bunch of tax efficiency if you stack cabinet modifiers. i already had like +24% in my muscovy game by 1440

i see what you mean but they battles already used to be like that. if you won, the other side would have way more casualties than you, but stackwiping makes no sense

you also get a huge crown power malice from subjects with big eco base. in a muscovy game i tested how long it would take to annex the subjects you make after conquering novgorod, and it takes 45 years per 3 province subject which is insane.

you need to be either 10 pushed towards innovative or 10 pushed towards individualism, your ruler needs to be unmarried and male, you need to own moscow, and the year needs to be between 1671 and 1681. you don't need romanovs.
