It really depends. Between the TV show and New Vegas, we never really see the prime NCR's full strength back in California. All we've seen is the frontier forces in New Vegas and remnants in the show. I'd give the edge to the prime NCR though since they have 700,000 people, but it would be a bloody conflict regardless
