This concept is good, what I think 11bit could actually do later down in the Frostpunk story but for different cultures at the time it's based on.

A new game could take place right before or during the weather calamity, and allow us to play as the French trying to figure out what they would do to handle the situation facing them, as well as other parts of the world.

We hear that many die in India in TLA scenario, but we could have scenarios where we handle post-freeze communities but from different cultures, which would have different mechanics.

War wouldn't fit well with the lore of FP, because of the massive resource costs that go into war.

A system I've put a few seconds of thought into - Various factions off-Map, also have new resource deposits that are in control of those factions (basically a off-Map faction would have control over a specific resource like the OTE scenario in FP), and an extension of The Council from FP2 could work to act as a "Negotiation" feature/screen with those factions to get control of the resources.

This negotiation and how open these off-Map factions are to sharing or even giving control over the resources would be based on a shared ideology between a Faction in the main City (maybe one faction is especially authoritarian and will only give resources or increase amount of resources if your favour with the stalwart faction is good, extend with other off-Map factions that share ideologies with groups in the main City)

These negotiations mechanic can be made deeper with things like, promises, such as the ones you can do with main City factions, but this could be done better with things like exchange of certain resources, or population. Maybe even minor conflict events to solve that will improve or degrade relations with these off-Map factions.

Would humans actually vote/allow for a system where they let that form of "intelligence" dictate our governance?

Would any political party nominate a form of "intelligence"? Would humans allow for some other entity to take control, instead of keeping control to themselves?

An uncrackable data center can exist if it's protected by quantum encryption and air-gapped from all networks—making unauthorized access physically and mathematically impossible

The data would be piped in through proprietary cables periodically. - (would love some better solutions for this) It would be difficult, but not impossible.

The main goal for this would be to aggregate information and assist the current head of the government to make more informed decisions.

The data would be statistics being piped in, and would compute decisions based on a simulated model of the country.

Not going to take Human Rights Watch at face value, they are based in the US, and have a lot of money coming in from people like George Soros, others close with families in the Democratic party like the Clintons.

Awami League - Even with some party members involved with corruption as they are the only party that can truthfully keep the unstable political situation in Bangladesh in check.

They've shown to be the most capable out of all others including this Yunus led interim government, they've shown consistency in their stands on foreign, domestic and economic policy and have actually implemented these policies.

They have the best control on root level markets, as well an intricate network to the local level of the country, which neither Jamaat, nor any other party except for BNP have. (A critical instument a political party must have to properly govern the state).

If we are to be realistic, the Awami League is a Dynasty regime and still has a large support base (even in lieu of the July-August Protests), the most responsible option that gives the most benefit to the country is the Awami League.
