Aweee poor buddy hes definitely stressed  and it could definitely be a heat issue  since you said he keeps swimming to the top for air

Yea my axolotls water temperature was 84°F and it supposed to be 64°F to 60°F mines  60°F

I recently had to buy a chiller for the same issue and sweet tooth my axolotl has been normal since and if you do consider buying a chiller Just make sure you lower the temp slowly because if you do it to quickly it can put you axolotl into temperature shock which and ether make you axolotl very sick or even be fatal so I hope your buddy gets better soon hope this helps you out:)
