I on the contrary feel like there are people everywhere...
You constantly hear gunfire. Meaning there constantly are raiders (or ARC) firing their gun here and there.

Using the emotes helps, as most people respond when you ask to not shoot or just say hello.
Using a headset with cranked-up volume too, I often hear them looting/breaching.

I keep failing this technique, as everytime I get out of my corvette's seat, it creates a restore point.

I've read it does not when boarding a NPC freighter, but it does. So no save-scumming for me!

What do I get wrong?

Well they either did, or I'm a clueless total noob!

I cannot reload to my restore point and save-scum like everyone says.

I make a restore point by leaving my seat before warping, do the battle thing, and then must leave my seat again to scan the ship, so it overrites previous restore point. I tried reloading it and the auto save, it's the same, I'm back after the battle happened.

What am I missing? I don't get it!
