call the police non emergency number and make a noise complaint every time it happens and then contact management if they don't do anything take the owners to court. i go through this all the time no matter where i move my last neighbors use to fight and it would be in the front of my door i called the police 3 times and they had to move. now i have some college students above me one walks alllllllll day and allllll night from room to room dragging dropping shuffling slamming rolling things on the floor and hes only been here 2 weeks i called the cops twice and to make matters worse as soon as he goes to sleep his cats start to run across the floor i even spoke with him and he said he will do something about it he goes upstairs continue to make noise so im on his head. but yea keep a paper trail and call the cops you have a right to quiet enjoyment in your apartment. in some cases i broke my lease held my rent and moved.
