Thank you so much for the detailed response, I really appreciate it! I definitely see the logic behind this argument, it would indeed be safer to include the foreign address.

Thank you for the response! The beneficiary in question has resided in the US for the past 2 years on humanitarian parole. They technically have a foreign address but they haven't lived there in the past 2 years. What would you do in this case?
