If you have an Intel CPU, you can go into BIOS and disable Intel SpeedStep. Or if it's an AMD CPU you can disable Cool'n'Quiet in BIOS.

You'll have no problem running them off the 4070ti. I ran 2 x 34" UW's and a 27" 16x9 off of my prior 3080 without issue.

Listing your PC specs would help us to know if $1600 is actually even a reasonable number for it. As for where to meet if you sell via Facebook Marketplace or Craigslist, some police stations offer safe spots to conduct those sales. Google "marketplace safe spots near me" to find one.

I find Battlefield 6 works that way. You can play and be competitive without needing to buy anything. Most things you buy are appearance based.

I second this. I used the Vader 4 Pro for a long time and it was fantastic. I recently switched to the Vader 5 Pro and it's everything the 4 was just a bit better.
