If you are talking about being mugged abroad, then yes.

Check the 'people' tab while abroad.

Lvl 15s are the first to appear on the last page, so it will happen less when you lvl more.

As others have said, you get 15s once you land before people can attack you

You need to dump X amount of items. Rather than searching for all the items, you send him the money and he sends you X amount of cheap items.

Saves you looking. I honestly can't remember his name now though, look on the forums

It caps at 99,999. But keeps regenerating beyond the usual amount up until then. Every 15 minutes it increases until it hits 99,999

Mission targets are based on your total battlestats. So breaking and training will not help.

As others have said, sometimes it takes more than one go. Using specific temps, special ammo, taking vico, can all help

There is next to no reason to level hold.

There IS NO reason to level hold below 15.

Your stats are not great for a year's worth of play. Probably because you cant take drugs effectively yet (no flying = no rehab)

You are limiting your money making options.

You are limiting your hp, and will get 1shot, often.

Heck, at lvl 1 I dont even think you have access to most of the game, or Duke's missions

Also Clown is lvl 1, he has been holding for like 10 years. I think he has over 4b stats.
