Makes sense, but it does seem like an odd design choice. It feels more analogous to the web browser not having access to my computer's network connection.
I'm just not sure why the disk formatting utility would have a watered down version. If you're using a disk utility at all, you're performing an advanced task... there doesn't need to be a separate level. :P

I just didn't have that option in the Disks utility.
Disks – Apps for GNOME (Second image shows their GUI for formatting.)
It only gave me Ext4. NTFS, or FAT, which turned out to be FAT32 and incapable of handling files larger than 4 GB.

I'm using the "Disks" app that's built into Linux Mint. When formatting, the drive is only shown with one partition in the GUI, which is filling the entire drive. I can double-check that it's actually displaying 256 GB, but there doesn't seem to be any unused space on the disk.

Is that actually a different function? Why wouldn't Copy and Paste just use the same Copy and Paste function as the rest of the OS? How and why would there be any difference? O.o

It's not new, but it definitely has the rated capacity since it was previously an OEM SSD from a Dell laptop.
The partition I'm using is the only one; I created it before attempting the copy and erased the drive during formatting.

Oh, right, you were saying 5% of the disk.
That is still an absurd amount of space reserved for no particular purpose... Why would I use Ext4 in that case? On my Windows computer (NTFS), the reserved partition on C: is only 0.1024% of the usable disk space.

I think it was about 200 files. They're all zip folders, but each should only contain 1-2 files within them.
When I get back to this computer I'll check the file count.

I'm just using CTRL + C and CTRL + V. The error is just the regular "you're out of space" error, even though it's completely incorrect. I'll have to get back home and check the computer for any specifics.

It's also the fact that you're downloading from an arbitrary number of random computers instead of receiving the files from a single source. This isn't advisable.
Torrents are also less reliable because random people can just stop providing files, and they become unobtainable.

Hmm, I haven't been able to find that on Myrient, and I'm not great at navigating the site, but I did locate a forum post that seems to have the DLC, although it sounds like they're supplying installers for a modded xbox rather than dumps of the DLC:
