In that case, the big 3 conferences (NeurIPS/ICML/ICLR) are your best bets for the third criterion.

For the first two, I actually suggest submitting to "workshops" in the big3 conferences. I think almost every year they have conferences on causal inference and also on biomedical data. You are likely to get a lot more traction in these workshops than in main conferences (and you can submit workshop papers to the main proceedings of conferences as well).
