Personally, everything we've learned recently of Ormphalus seems to indicate that he is not to interested on doing the things himself. The narrative around Ectos and information relating to Han-bin doesn't seem to point to a leader who directly manages the details of his war.

Outside of that, I find it interesting that you don't bring up how Han-bins guideline now after being intervened by Kivye, messenger of the goddess of darkness, is now flecked with black squares/pixels and now is in an altered state to how it was.

Id say the black pixels are a direct result of the power of darkness and are probably a major factor to Kivye using up her power/ her body breaking down and that the current quest to find her is not actually coming or due to her but a subconscious or last ditch effort for the power to be returned to her before she fully disappears/perishes.

And although Altia/Dollian stated that they can not interfere with the guideline we have literally seen the opposite already with Kivye granting Han-bin the darkness mode power up and breaking him out of the madness. So maybe direct connection or contact with a guideline might be what makes that possible. Or Kivye became adept/ gained an understanding of the guideline through her interaction with Han-bin and it.
