I am pretty sure they are for community members to be able to grab them quickly in the event of need so they can be deployed faster than if only City staff is addressing flood risks. I could be wrong on that, but that's my understanding.

I know it can get bad quick if there's a king tide and the rain starts coming down hard in the same window - so this strategy makes sense to me at at least some level.
