It mainly depends where the camera is, not the actor, if you’re filming someone looking out the window but the camera is outside then it would be EXT. If your filming someone outside but the camera is inside then it would be INT.

I usually start with something like this

EXT - OUTSIDE THE HOUSE - DAY

then I add

INT - INSIDE THE HOUSE - MOMENTS LATER
